Twenty-One Batman Villains We Probably Won't See in Arkham City
As much as we want to fight the Penny Plunderer and the Rainbow Beast, they probably won't make an appearance.

Batman's rogues gallery has a population to rival that of most small cities, and while the Arkham games do their best to incorporate as many villains as they can, they haven't been around nearly long enough to necessitate any scraping of the idiotic villain barrel.
Still, though, we know very little about Arkham City, so anything is possible. Here are twenty-one villains Batman has had a run-in with in his long career that we're guessing will not be included in his next videogame adventure, as much as we may wish otherwise.
